Key findings

Valona’s global market and competitive intelligence report reveals…

  • Most teams are stuck in the middle

63% operate at intermediate maturity. They’ve built processes, hired analysts, established monitoring. But leadership still makes decisions without them. Insights arrive too late. They can’t prove ROI when budget conversations happen. The problem isn’t talent or effort; it’s infrastructure.

  • World Class teams invest differently

Both invest in technology (71% vs 58%). But 100% of World Class teams prioritize strategic analysis capacity. Average teams? 48%. When budgets tighten, most teams buy more monitoring tools instead of analytical capacity. They’re feeding the problem: more data to track, less ability to act on it.

  • The ROI measurement divide

78% of World Class teams actively measure intelligence ROI. Only 20% of average teams do. Teams drowning in collection work don’t have bandwidth to track whether their intelligence actually influences decisions. Unmeasured value becomes invisible value.

About the market and competitive intelligence report

20 years of longitudinal data. Since 2005, we’ve tracked intelligence operations across thousands of organizations, capturing not just snapshots but evolutionary patterns in how the discipline matures.

196 professionals, 143 companies, 29 countries. This year’s survey includes both intelligence practitioners (78%) who build CMI programs and executives (22%) who depend on them—revealing what teams produce versus what organizations actually need.

The Valona Intelligence Maturity Framework. We measure intelligence operations across six key dimensions (Focus, Organization, Process, Tools & AI, Deliverables, Culture) and five maturity levels, from Informal to World Class. Organizations scoring 4.4+ across all factors qualify as World Class—representing the top 7% in our research.
